Le général Meir Dagan, né Hubeirman, peintre passionné, né dans un train entre l’Ukraine et la Biélorussie et fils de survivants de l’Holocauste, a pris la tête du Mossad en 2002. Jamais un homme n’a autant révolutionné l’histoire du renseignement contemporain.
C’est l’homme qui a recréé le service à partir des ruines laissées par ses prédécesseurs.
Après avoir tant perdu de son crédit à la fin des années 90, notamment durant l’humiliant raté face au chef du Hamas Meshaal à Amman, en Jordanie, et l’échec honteux en Suisse (où les agents détectés tentèrent de se créer un alibi en imitant une relation sexuelle dans le corridor d’un immeuble!), l’institution a lentement relevé la tête.
Certes, les observateurs ont noté quelques ratés. En 2004, plusieurs katsas ont été arrêté en Nouvelle-Zélande pour contrefaçon de pièces d’identité. Plus récemment, le 2 juillet 2008, deux tueurs à gage recrutés par le Mossad – un Palestinien de Gaza et un Marocain d’origine française – ont été capturés par la police à Dublin, en Irlande. Ils avaient tenté, par deux fois, d’éliminer un membre des commandos islamistes de l’OLP, Jihad Jaara, cerveau du siège de l’Eglise de la Nativité.
Mais ces échecs ne ternissent pas un bilan prestigieux. Depuis plusieurs années maintenant, Israël a déclaré la guerre à l’Iran et ses épigones, dans le secret le plus total. La liste des réussites du Bureau fait d’Israël le pays disposant du service de renseignement proportionnellement le plus petit et le plus efficace du monde.

Israel’s foreign intelligence service, Mossad, has recalled its station chief in the Iraqi Province of Kurdistan against the background of committing repeated mistakes and exceeding red lines that go beyond the boundaries of his duties that are confined to northern Iraq, to reach an adjacent regional neighbouring country, thus resulting in strained relations, and specifically with Turkey and its military intelligence service.
Turkey’s Foreign Ministry had, over the past two years, summoned the Israeli ambassador in Ankara on more than one occasion and handed him letters of protest to his government concerning what Turkey considers as unjustified violations by the Mossad station chief in northern Iraq, who handles a network of agents comprised of 90 elements in Kurdish internal affairs, and the repercussions of Israel’s intelligence violations under various titles on Turkey’s strategic interests and national security.
On each occasion, the official Israeli response was unconvincing to the concerned sides in Ankara, because the facts available to Turkish security services confirmed the Mossad‘s exploitation of Kurdish Jews, who are rehabilitated in specialized Israeli institutes in Tel Aviv, and are replanted in the Iraqi Province of Kurdistan under the cover of commercial company owners and developmental projects, with the objective of executing subversive operations.
Through its justifications, the Israeli side insists that the intelligence presence in regions under Kurdish control comes within the framework of historical relations with some leaders of Kurdish movements, and specifically with the Kurdistan Democratic Party under the leadership of Mas’ud Mustafa al-Barzani and his intelligence apparatus, Baristin. According to the Israeli Foreign Ministry, the Israeli security role is confined to overseeing training, preparing and equipping a regular Kurdish army, the Peshmerga, within the most advanced military specifications, aside from the logistics management mission at Irbil’s military airport.
Despite Israel’s denial of the presence of any direct or indirect contact with Kurdish separatists represented by the Turkish Kurdistan Workers’ Party under the presidency of Abdallah Ocalan (currently represented by Abdallah al-Jadirji) whose elements have taken Iraq’s Kurdistan region as their security stronghold to continue the guerilla warfare against Ankara. The Turkish services active in northern Iraq confirm the presence of tight coordination between the supporters of Mas’ud Barzani and Ocalan’s Turkish party, and Jewish Kurdish experts are providing support to Kurdish separatists.
In a new Israeli attempt to rearrange relations with Ankara, the Israeli Interior Ministry decided to conduct investigations concerning the validity of the Turkish accusations, and dispatched the former director of Israel’s Mossad intelligence service Dani Yatum on an urgent mission to clarify the Israeli position on this critical file, and that, setting forth from his former position and current role as one of the most prominent links between Tel Aviv and Iraqi Kurdish groups ever since he was in the position of first assistant to David Kamhi, the head of the Iraq and Iran file, at the beginning of the eighties, in addition to being the partner of Israeli businessman Shaloy Mikha’il who runs the Antrop Company for Strategic Consultations, from which the Swiss Kudu Company is responsible for exporting equipment to Iraqi Kurdish factions.
